Itheum DAO Proposal - Community Participation in Uncirculated Token Supply
Summary
This proposal introduces a community-governed allocation of a portion of Itheum’s currently uncirculated token supply.
The aim is to empower the DAO community to participate in shaping strategic initiatives for the ecosystem, while ensuring that a majority of tokens remain responsibly reserved for long-term sustainability and operational needs.
If approved, 30% of the current uncirculated ITHEUM token supply will be assigned to a community-governed bucket, where future DAO proposals can decide how these tokens are used. The remaining 70% will remain reserved for strategic ecosystem needs.
Background
Over the past market cycle, the broader crypto environment has faced significant macro challenges and a shift toward speculative market behavior that has not always aligned with the long-term vision of infrastructure-driven, cypherpunk-inspired projects like Itheum.
As a result, not all tokens originally intended for circulation were released, as doing so during periods of weak demand and unfavorable market sentiment would not have been responsible for the ecosystem.
In fact, in 2025 the Itheum project proactively burned 150 Million ITHEUM tokens to reduce the maximum supply to 850 million ITHEUM, demonstrating a commitment to strengthening the token’s long-term credibility and sustainability.
Today, the circulating supply is approximately 610 million tokens, leaving approximately 240 million tokens uncirculated across the original community, ecosystem, and treasury vesting allocations. These tokens represent an important strategic resource for the long-term growth and resilience of the Itheum ecosystem.
Motivation
The Itheum ecosystem has always aimed to be community-centric and governance-driven.
As the project continues to evolve, it is important that the community has meaningful opportunities to participate in shaping the future of the protocol.
Allowing the DAO to help guide the use of a portion of the uncirculated supply can:
- Strengthen community participation in governance
- Encourage new initiatives driven by ecosystem contributors
- Improve transparency around strategic token usage
- Align the future of the token more closely with its community
At the same time, the project must ensure that sufficient reserves remain available for long-term ecosystem needs.
Responsible Stewardship of Uncirculated Supply
The uncirculated token supply must be managed carefully and responsibly.
There are several scenarios where these tokens may be required in the future, including:
• Liquidity for future DEX or CEX listings
• Liquidity required to expand or bridge the ecosystem to new blockchains
• Community growth initiatives and incentive programs
• Developer grants for builders creating applications using Itheum technology
• Potential future relaunch of initiatives such as NFMe ID and liveliness staking if macro market narrative conditions support them
• Risk mitigation reserves, such as reimbursements in the unlikely event of smart contract vulnerabilities or attacks
If the entire uncirculated supply were permanently removed (for example through large-scale burning), it could create limitations for the ecosystem in the future.
In such a scenario, new tokens might eventually need to be minted to support ecosystem growth, which would require increasing the maximum supply — something that could negatively affect the long-term credibility of the token.
Therefore, responsible stewardship of the remaining supply is essential.
Proposal
This proposal suggests the following governance structure for the current uncirculated token supply:
1. Community Governance Allocation
30% of the current uncirculated ITHEUM token supply will be allocated to a Community Governance Bucket.
- Total uncirculated ITHEUM token supply = approximately 240 million tokens (based on current circulating supply figures)
- 30% reserved for community governance allocation = approximately 72 million tokens
Tokens in this bucket can only be used through future DAO proposals and votes, allowing the community to decide how these tokens should be utilized for ecosystem initiatives.
Examples of potential uses may include:
- Token burns to reduce Max Supply further 🔥
- Community incentive programs
- Ecosystem growth initiatives
- Strategic partnerships
- Developer grants
- Innovation experiments proposed by community members
2. Strategic Reserve
The remaining 70% of the uncirculated supply will remain in a strategic reserve controlled by the Itheum DAO for long-term operational and ecosystem needs such as:
- Exchange liquidity provisioning
- Cross-chain expansion
- Infrastructure development
- Risk mitigation reserves
Governance Process
If this proposal is approved:
- The 30% community governance allocation will be transparently designated.
- Future proposals can be submitted by the community suggesting specific uses for these tokens.
- All allocations from this bucket will require DAO voting approval before execution.

Voting results will be shared publicly. If approved, the Itheum DAO will outline the implementation plan and communicate progress transparently with the community.
